A pre and post Building Energy Rating (BER) is the single most important piece of documentation in any home retrofit. It is the starting point that determines what upgrades your home needs, the benchmark used to design your works, and the final proof that those works delivered the energy savings promised. Without a valid pre-works BER, a One Stop Shop cannot legally proceed with an SEAI-grant-funded energy upgrade, and without a post-works BER, the retrofit is not considered complete.
Why a Pre-Works BER Is Required Before Any Retrofit Can Begin
A pre-works BER is more than a formality. It is the foundation of your entire home energy assessment and the legal basis on which SEAI grants are approved. Every One Stop Shop in Ireland, including REIL, is required by SEAI to have a valid pre-works Building Energy Rating (BER) on file before any contract is signed or any upgrade work commences.
The pre-works BER tells us:
- The current energy performance of your home
- Where the biggest energy losses are happening (walls, attic, windows, heating system, ventilation)
- Which measures will deliver the greatest improvement in comfort and efficiency
- The minimum BER uplift your project must achieve to qualify for One Stop Shop grants (a B rating or better or minimum uplift of 100 kWh/m²/y)
Without this baseline, there is no way to design a retrofit that meets SEAI standards, and no way to prove the home has improved once the works are done.
Why a Post-Works BER Closes the Loop on Your Retrofit
A post-works BER is carried out by an independent BER assessor once all upgrade works have been completed. It confirms that the measures installed have delivered the energy performance improvements set out in your upgrade report.
The post-works Building Energy Rating (BER) is essential because it:
- Verifies the BER uplift required by SEAI has been achieved
- Releases the final grant payment to the One Stop Shop
- Gives the homeowner a formal, government-recognised certificate of the home’s new energy rating
- Increases the resale and rental value of the property
- Confirms eligibility for green mortgage products and lower interest rates from Irish lenders
Without a post-works BER, the retrofit is incomplete, both from a regulatory standpoint and from the homeowner’s perspective.
The REIL Retrofit Journey: From Pre-BER to Post-BER
At Retrofit Energy Ireland (REIL), every project follows the same structured pathway. The pre and post BER bookend the entire process and ensure your home energy upgrade is properly designed, costed, and verified.
1. Pre-Works BER and Data Upload
Once the homeowner has a valid pre-works BER in place, REIL uploads the BER data into our assessment system. This becomes the foundation of your home energy assessment.
2. Home Energy Assessment and Uplift Report
Our team carries out a detailed home energy assessment using the BER data and prepares an uplift report, a tailored upgrade plan that identifies the most effective combination of measures to bring your home to a B2 rating or beyond.
3. Online Consultation with a Retrofit Advisor
We arrange an online consultation with the homeowner to walk through the uplift report in detail. During this session, changes can be made to the plan based on the client’s priorities, budget, and preferences, whether that’s adjusting the scope of works, swapping measures, or phasing certain elements.
4. Costed Uplift Report Issued to the Client
After the consultation, your Retrofit Advisor sends you a report including an estimate of costs after all SEAI grants have been applied. This gives you an indicative view of your out-of-pocket investment before any commitment is made.
5. Project Manager Onsite Inspection
If the client is ready to progress, the report and contact details are passed to a REIL Project Manager who arranges an onsite inspection. The site visit confirms that the proposed works can be carried out as designed and identifies any property-specific considerations.
6. Report Alterations and Revised Quote
Following the onsite inspection, alterations are made to the upgrade report where required, and the quote is revised if necessary. This ensures the final scope of works matches the reality of your home.
7. Works Carried Out
Once the contract is signed, REIL completes all upgrade works to SEAI standards.
8. Post-Works BER
A post-works Building Energy Rating (BER) is carried out by an independent assessor to verify the new energy performance of your home.
9. Final Documentation Handover
On completion, the homeowner receives a full pack including:
- All product and workmanship warranties
- Certificates for each measure installed
- The post-works BER certificate confirming the new energy rating
- A Homeowner Manual covering the operation and maintenance of new systems
What Is a Building Energy Rating (BER), and Why Does It Matter?
A Building Energy Rating (BER) is an official measure of a home’s energy performance, expressed on a scale from A0 (most energy‑efficient ) to G (least efficient). It is similar to the energy label found on a fridge or washing machine, but for your entire home.
A BER is issued by a SEAI-registered BER assessor following an on-site inspection. It takes into account insulation levels, heating systems, ventilation, lighting, and renewable energy sources, and is valid for ten years.
For a retrofit, the BER serves three critical functions:
- Diagnostic tool – it tells us where your home is losing energy
- Design benchmark – it sets the target your upgrade must hit
- Proof of outcome – the post-works BER confirms the upgrade worked
Why You Cannot Retrofit Without Both a Pre and Post BER
SEAI grant rules are clear: a One Stop Shop cannot apply for grants, design a compliant scheme of works, or release funding without a valid pre-works BER on file. Likewise, the grants cannot be paid out, and the project cannot be closed, until the post-works BER is uploaded to SEAI confirming the agreed BER uplift has been delivered.
This is not red tape, it is what guarantees the homeowner receives a real, measurable improvement in their home’s energy performance and that public grant funding has been spent properly.
